BannerSnack is a flash based tool that will help you build decent looking banners with a point and click interface.

Although the banners won’t look as good as something done by a graphic designer – they look a lot better than every other banner generator we have seen and used.

The app is free but they will put a watermark on the banner.  You can get the premium version with no annoying alterations.

Finally, a utility that offers free and instant Thumbnail creation.  Thumbizy is simple, free and will generate a thumbnail of any site, in various sizes in an instant.

There are plenty of Thumbnail creating services out there, but this is the first one we have seen that doesn’t put you into a queue or put ugly watermarks on the image.

This neat little online tool will convert any PSD into CSS/XHTML automatically.

PSD2CSS is free and takes just seconds to convert any PSD.  You simply have to make sure you name certain layers correctly according to their documentation.  The whole process is done online and requires no download.

The links seem to be ordred based on popularity (the number of times a resource has been submitted) and because everything is edited, CorkDump is free from spam.

The site can also be customized by changing the order of categories displayed.
